When the Text or Speech language is changed to an uninstalled language, a system dialog will appear instructing the user that the application must be closed in order to install the selected language data from the Data Disc. Pressing 'Ok' on this dialog will close the application and the user will be instructed to insert the Data Disc. The user can also close the dialog with the circle button if they do not wish to begin the language install process, and will be able to play the game using a previously installed language.
Upon reaching the screen instructing the user to insert the Data Disc, eject the Play Disc and insert the Data Disc to begin installation of the selected language. The user can back out of this process to reboot the application and resume play in an already installed language, even if installation of the new language data is already in progress from the Data Disc.
Once installation from the Data Disc is complete, the user will be instructed to remove the Data Disc and insert the Play Disc. The application will automatically boot once the Play Disc is inserted while on this screen.
The full game can now be played in the newly installed language. This process will only need to be performed once per language. The newly installed language, and all previously installed languages, will be freely available to use unless the entire application is deleted from the system, and the game is newly installed from the Data Disc.
Additional Notes
Within this implementation, there is no way to install all languages at once. However, if the Text and Speech settings are changed to two different uninstalled languages, the installation process will install both the Text and Speech language packs for both selected languages.
Since Croatian (Hrvatski) is not a supported system software language option, it cannot be installed during the initial install from the Data Disc. The language select screen is displayed first on boot, and the user can select Croatian there to begin the disc swap process to install it from the Data Disc.

If the game is booted with Profile save data in a language that has not yet been installed on the system, the disc switch system dialog will appear during the boot sequence. The user can then press 'OK' to begin the disc swap process to install the language data that the save data is set to. The user can also close out of this dialog with the circle button, and proceed into the game with the language automatically changed to an already installed language.
