Restart checkpoint is valuable for rolling back to the last time the game autosaved. The grey text next to "Restart Checkpoint" will show you how long ago (in-game time) the restart checkpoint will take you back.
If the player is unsatisfied with the outcome of the fight at hand, but doesn't want to start the entire fight over, they can opt to restart checkpoint to reset them to the nearest autosave location.
Restart Encounter is a useful option if the player wants to start the entire fight over, which can be useful for:
Spending resources more effectively
Attempting a different route or plan of attack
Prepping for the fight ahead (i.e. crafting)
Starting over if restarting checkpoint puts the player in an unfavorable situation
