I am on NG+ and cannot pick up the Oozer collectible card by the Seattle gate

This issue has been fixed on the Grounded Patch. Please download the latest patch and try again.

 

If the issue still persists, try reloading your COMPLETED save and use the Chapters menu without starting NG+ to try and collect the card. If that doesn't work, start a new game on a different difficulty and progress to the area to try and collect the card. We are aware of the issue and it should be fixed for the next patch.
